Pendirian Program Studi Sarjana Teknik Infrastruktur Lingkungan (TIL) di Departemen Teknik Sipil dan Lingkungan Fakultas Teknik Universitas Gadjah Mada sesuai SK BAN PT no.995/BAN-PT/LL/2021 dan SK Rektor UGM no. 926/UN1.P/KPT/HUKOR/2021 serta didorong oleh faktor eksternal dan internal sebagai berikut: FAKTOR EKSTERNAL Pemerintah Indonesia meluncurkan gerakan 100-0-100 (100% akses air minum – 0% luas kawasan kumuh perkotaan – 100% akses sanitasi). Pemenuhan target Sustainable Development Goals khususnya tujuan nomor 3, 6, 11, 13 dan 15 mengharuskan pengembangan infrastruktur air minum, sanitasi, drainase dan pengelolaan lingkungan secara berkelanjutan. Adanya isu-isu lingkungan di Indonesia seperti permasalahan banjir, pencemaran sungai, pemanasan global, dan permasalahan sampah. Indonesia penyumbang sampah plastik ke laut terbanyak kedua setelah China. Untuk itu pembenahan manajemen pengelolaan dan dukungan infrastruktur sangat diperlukan. Proyeksi berdasarakan BAU (Business as Usual) menunjukkan masih akan ada 70 juta orang tanpa akses air minum yang layak jika skenario percepatan pembangunan akses tidak dilakukan (intervention scenario). Kebutuhan lulusan bidang infrastruktur lingkungan masih tinggi sementara program studi Teknik infrastruktur lingkungan masih terbatas. Mengingat pembangunan ke depan akan semakin memerlukan pemenuhan infrastruktur lingkungan, kebutuhan SDM bidang infrastruktur lingkungan akan terus meningkat. FAKTOR INTERNAL Departemen Teknik Sipil dan Lingkungan FT UGM telah memiliki rekam jejak yang panjang dalam pengembangan pendidikan, penelitian dan pengabdian kepada masyarakat dalam bidang infrastruktur lingkungan. Pendirian Prodi Sarjana TIL sudah tercantum dalam Rencana Induk Akademik (RIA) Departemen Teknik Sipil dan Lingkungan (DTSL) yang dikembangkan dengan pendekatan problem-solver untuk menyelesaikan masalah infrastruktur lingkungan, terutama: pemenuhan air minum, pengelolaan sampah dan air limbah, pengelolaan drainase, serta pengelolan permasalahan lingkungan lainnya. Penyelesaian permasalahan lingkungan telah menjadi bagian dari Departemen Teknik Sipil dan Lingkungan sebagai tempat untuk melaksanakan pendidikan, penelitian, dan pengabdian kepada masyarakat, terutama bagi dosen dan mahasiswa Teknik Sipil. Untuk menegaskan bahwa pembangunan infrastruktur harus dilandasi dengan pemikiran aspek lingkungan secara holistik dan komprehensif berdasar pendekatan pembangunan lingkungan berkelanjutan. DTSL memiliki banyak guru besar, dan seluruh dosen yang akan mengajar di prodi teknik infrastruktur lingkungan berkualifikasi S3. Kerjasama internasional juga telah dilakukan dengan perguruan tinggi kelas dunia dari Singapura, Jepang, Amerika Serikat, dan negara-negara Eropa.
The establishment of the Environmental Infrastructure Engineering (EIET) Undergraduate Study Program within the Department of Civil and Environmental Engineering, Faculty of Engineering, Universitas Gadjah Mada, is in accordance with SK BAN-PT No. 995/BAN-PT/LL/2021 and UGM Rector’s Decree No. 926/UN1.P/KPT/HUKOR/2021. This program was developed in response to both external and internal factors. External Factors The Indonesian government launched the 100-0-100 movement, which aims to achieve 100% access to drinking water, 0% urban slum areas, and 100% access to sanitation. Achieving the Sustainable Development Goals (SDGs), particularly goals 3, 6, 11, 13, and 15, necessitates the sustainable development of infrastructure for drinking water, sanitation, drainage, and environmental management. Environmental challenges in Indonesia, such as flooding, river pollution, global warming, and waste management issues, further underscore this need. Notably, Indonesia is the second-largest contributor of plastic waste to the ocean after China, highlighting the urgency of improving infrastructure management and support systems. Projections under the Business as Usual (BAU) scenario suggest that 70 million people will still lack access to clean drinking water if no intervention is made to accelerate infrastructure development. While the demand for graduates in environmental infrastructure remains high, the availability of Environmental Infrastructure Engineering study programs is still limited. As future development increasingly depends on robust environmental infrastructure, the demand for qualified professionals in this field is expected to continue growing. Internal Factors The Department of Civil and Environmental Engineering at UGM has an extensive history in education, research, and community service related to environmental infrastructure. The establishment of the EIET Undergraduate Study Program is aligned with the department’s Academic Master Plan (RIA), which was developed using a problem-solver approach aimed at addressing issues such as access to drinking water, waste and wastewater management, drainage systems, and broader environmental challenges. Addressing environmental problems has long been an integral part of the department’s mission, particularly through the engagement of faculty and students in education, research, and community service. The program emphasizes that infrastructure development must be rooted in a holistic and comprehensive understanding of environmental sustainability. The department is supported by a strong academic team, including many professors and doctoral-qualified lecturers who will be directly involved in teaching the program. Additionally, the department has established international collaborations with world-class universities in Singapore, Japan, the United States, and several European countries.
