Sumber daya air adalah sumber daya alam yang vital bagi kehidupan makhluk hidup di bumi. Sumber daya air menghasilkan air yang menjadi kebutuhan pokok kehidupan makhluk hidup. Air bermanfaat untuk pengairan sawah dan perkebunan, pembangkitan energi, air baku industri, sumber air minum, dan prasarana transportasi air. Di sisi lain, air dapat menyebabkan bencana seperti banjir, abrasi dan erosi sungai dan pantai, dan tsunami. Akhir-akhir ini, ada peningkatan kebutuhan sumber daya manusia yang kompeten dalam merencana, merancang, membangun, dan mengelola sumber daya air. Terlebih lagi, pemerintah telah mencanangkan sejumlah program pembangunan di bidang sumber daya air seperti pembangunan waduk, pembangunan pembangkit listrik energi terbarukan air, penyediaan air baku, pembangungan prasarana transportasi air, revitalisasi lahan rawa sebagai lumbung pangan, rehabilitasi lahan gambut. Kekurangan sumber daya manusia di bidang teknik sumber daya air untuk menangani program-program pembangunan sumber daya air telah dirasakan. Keperluan program pengembangan prasarana sumber daya air ini masih sangat tinggi pada periode-periode pembangunan yang akan datang mengingat cita-cita dan tekad Indonesia untuk meningkatkan daya saing di kancah internasional. Mengikuti program pembangunan nasional bidang sumber daya air, maka perencanaan, perancangan, pelaksanaan, pengoperasian, dan perawatan prasarana keairan memerlukan sumber daya manusia bidang teknik sumber daya air yang andal. Departemen Teknik Sipil dan Lingkungan (DTSL) Fakultas Teknik (FT) UGM memiliki sejarah panjang dalam berkiprah di tingkat nasional di bidang teknik sumber daya air. Sampai saat ini, investasi sumber daya manusia (dosen) telah menghasilkan guru besar dan doktor di bidang keairan dengan kualifikasi dan jumlah yang signifikan. Namun demikian, investasi ini kurang termanfaatkan karena sedikitnya porsi bidang sumber daya air dalam Kurikulum 2021 Prodi Teknik Sipil Program Sarjana. Pengurangan porsi mata kuliah bidang sumber daya air tak terelakkan karena tuntutan syarat minimum jumlah beban studi (sks) mata kuliah dasar, sains, dan matematika untuk mendapatkan akreditasi internasional (IABEE) dan keterbatasan beban studi di Program Sarjana. Sementara itu, jumlah lulusan sekolah menengah yang berminat untuk melanjutkan pendidikan di bidang teknik sumber daya air melebihi daya tampung prodi-prodi di bidang teknik sumber daya air yang ada saat ini. Salah satu upaya strategis untuk mengatasi permasalahan-permasalahan tersebut adalah dengan membentuk Program Sarjana Program Studi Teknik Sumber Daya Air (TSDA). Prodi TSDA dibentuk untuk menjadi program studi yang unggul di bidang teknik sumber daya air dan yang menghasilkan lulusan yang berkompeten, profesional, bermoral, dan memperjuangkan kesejahteraan rakyat. /
Water resources are essential natural assets that support all forms of life on Earth. They provide water, a fundamental necessity for living organisms, and serve multiple functions such as irrigating agricultural land, generating energy, supplying raw water for industrial purposes, providing drinking water, and supporting water-based transportation infrastructure. At the same time, water can also pose serious threats through disasters such as floods, river and coastal erosion, and tsunamis. In recent years, there has been a growing demand for skilled professionals capable of planning, designing, constructing, and managing water resources. This demand has been further intensified by various government-led initiatives in water resource development, including the construction of reservoirs, renewable energy plants, raw water provision systems, water transport infrastructure, swamp revitalization for food security, and peatland rehabilitation. The shortage of human resources in water resources engineering to support these programs is increasingly evident. The need for water resource infrastructure development remains high in future development phases, especially in light of Indonesia’s aspirations to enhance its global competitiveness. To realize these national development goals, the planning, design, implementation, operation, and maintenance of water infrastructure require well-qualified professionals in the field of water resources engineering. The Department of Civil and Environmental Engineering (DTSL), Faculty of Engineering (FT), Universitas Gadjah Mada has a long-standing national role in water resources engineering. Over the years, investment in faculty development has produced a significant number of professors and doctoral-level experts in this field. However, these human resources have been underutilized due to the reduced emphasis on water resources within the 2021 Curriculum of the Civil Engineering Undergraduate Program. This reduction was driven by the requirements for a minimum number of credits in basic sciences and mathematics to meet international accreditation standards (IABEE), as well as limitations in total credit load at the undergraduate level. Meanwhile, interest among high school graduates in pursuing education in water resources engineering surpasses the capacity of the currently available programs in this field. A strategic response to these challenges is the establishment of the Undergraduate Program in Water Resources Engineering (TSDA). The TSDA Study Program is intended to become a leading program in water resources engineering, committed to producing competent, professional, and ethical graduates who are dedicated to advancing public welfare.
